How to File an eBay Standard Envelope Insurance Claim
Lost or damaged shipment? Here’s where to file an eBay Standard Envelope insurance claim, what evidence to gather and when to submit it. eBay calls this shipping protection; its terms say the plan is not an insurance policy.
To file an eBay Standard Envelope claim, go to PIP’s eBay claim form, choose Loss or Damage, enter your eBay ID, PayPal email, tracking number, and the buyer’s name, then upload a screenshot of the order details and the buyer’s messages. Claims go to PIP (Parcel Insurance Plan), not to eBay or USPS, and they pay out to your PayPal account.

What You Need Before You Start
Gather the following before opening the form. Keep copies of what you submit, including photos of damage when available.
- Your eBay user ID, your full name and the eBay item number
- Your PayPal email address
- The tracking number from the order
- The buyer’s first and last name
- A screenshot of the entire Order Details page for the sale, from My eBay
- A screenshot of the buyer’s entire Item Not Received or Arrived Damaged messages
- Optional: up to two more documents, such as the buyer’s photos of a damaged card
Step 1: Resolve It With the Buyer First
eBay’s own advice is to work things out with the buyer, then file the claim to cover your loss. Here’s the order we do it in:
- Reply the same day, apologize, and tell the buyer you’ll make it right.
- For damage, ask for photos of the card and the envelope, including the address label and any postal damage marks.
- Refund through the order with Send Refund instead of asking the buyer to open a case. A damage case is logged as Item Not As Described, which counts against your seller metrics differently than a voluntary refund.
- Keep the whole conversation in eBay messages. The claim form asks for a screenshot of the buyer’s messages, so anything said outside eBay doesn’t help you.
If the buyer has already opened an Item Not Received case, you can still file. Screenshot the case messages, since that’s exactly what the form asks you to upload.
The exception is a higher-value card where the damage story doesn’t add up. There, ask for the card back before you refund. The Standard Envelope guide walks through a real damaged-envelope case start to finish.
Step 2: Check the Timing
Loss timing differs between eBay’s pages: the FAQ says wait 30 days, while the terms say 15 days after shipping. Use 30 days as the conservative guide and ask PIP if you need to file sooner. The filing deadline is 90 days from label creation. Resolve buyer cases on their own deadlines.

The 90-day clock starts when you create the label, not when the buyer complains. A buyer who messages you on day 60 leaves you 30 days to file.
Don’t rush a loss claim. Standard Envelope tracking is limited, and envelopes routinely go four or five days without a new scan, then show as delivered. Most “lost” envelopes turn up well before day 30. Tracking is also what makes a claim possible at all: a plain stamped PWE usually has none, and nothing to claim against.
Step 3: Choose Loss or Damage
Open PIP’s eBay claim form. The first thing it asks for, after your contact details, is the claim type, and there are only two answers.

If you choose Damage, the form warns that you or the buyer should hold on to the damaged items in case they’re requested, and that “failure to retain damaged property could affect final settlement of the claim.” Ask the buyer to keep the card and the envelope until you’re paid.
Use PIP’s eBay form specifically. PIP’s general claim form says eBay claims submitted through it will not be processed.
Step 4: Enter Your Details and the Claim Amount
- Your eBay ID
- Your PayPal email, entered twice. That’s where the money goes, so check it.
- The tracking number
- The buyer’s first and last name
- The claim amount
The claim amount can’t be more than what the item sold for. If only part of the order was lost or damaged, lower it to match. For example, if you shipped three cards in one envelope and one arrived creased, claim that one card’s price.
Step 5: Upload Your Documents

- Order Details (required): the whole page for the sale, from the item detail link on your My eBay summary page. The form shows desktop and mobile examples.
- Buyer messages (required): the whole Item Not Received or Arrived Damaged conversation.
- Two optional slots: this is where the buyer’s damage photos go.
Files can be .jpg, .gif, .png, or .pdf, and each slot holds exactly one file. Uploading a second file to the same slot deletes the first, so if the buyer’s messages span several screenshots, combine them into one image or PDF before you upload.
Step 6: File the Claim and Follow Up
Enter your name, click File the Claim, and keep the tracking number handy. Approved claims pay out to your PayPal account. The terms allow seven business days after all required documentation or property is received. To check on a claim, contact PIP at 1-800-325-7390 or claims@pipinsure.com.
Mistakes That Slow Down or Sink a Claim
- Assuming the loss waiting period is consistent. Check the timing note above and confirm with PIP if filing sooner than 30 days.
- Missing the 90-day window, which starts at label creation.
- Using the wrong form. Only PIP’s eBay form processes eBay claims.
- Cropped or split screenshots. The form wants the entire order details and the entire message thread, and each slot keeps only the last file you upload.
- A typo in your PayPal email. The form asks for it twice for a reason.
- Letting the buyer throw out a damaged card. It can be requested during the claim.
- Filing with USPS. The protection comes with eBay’s Standard Envelope program and is handled by PIP.
- Shipping a card over $20. Each item has to sell for $20 or less to ship with Standard Envelope. A multi-card order is protected up to $50, so three $12 cards in one envelope are covered in full, but a single $35 card doesn’t qualify.
